I grew up in the Washington DC area, where I learned that bureaucracy really does have a soul. But you wouldn't know it by looking at government paperwork, which tends to visually bury salient information in a big morass. Incredible how a light touch -- a little color here, a little line-weight adjustment there -- makes the data pop without changing the structure of the form. One of team members remarked that he never thought a proposal like this could make him feel so proud!

Show us the goods (to paraphrase the Administrative Office of the Courts' instructions). This wholesale reinvention of the SF-330 pulls the box-checking aspects to the sidebar and places great emphasis on the stuff that got out our team to the shortlist: the quals. It was a bold move, asking this client to brave the unfamiliar -- but it made the team stand out against fierce competition and ultimately helped win the project.
